Contact your local anime-related organization and start your own. There are many resources you can use to help start your own convention geared for anime. Check with convention forums, anime clubs, etc.
As an alternative, you can contact the staff of the sci-fi conventions and ask if you can help provide more anime programming. Many sci-fi conventions cater to anime content, even more so if it invovles sci-fi anime. Remember, anime conventions spawned out as sci-fi conventions.
